The Coweta County School System is petitioning the state of
Georgia for several Title I funding waivers.
These waivers fall within guidelines provided by the federal
government and will allow the school system to allocate Title I
funding in a more efficient manner. The waivers to be applied
for include:
A waiver of 20 percent set-aside requirements of Title 1 SES and
Transportation funding so that funds may be allocated according
to actual historical usage of SES and Transportation needs (ESEA
section 1116(b)(10); 34 C.F.R.§200.48).
- A waiver of 10 percent set-aside requirement of Title 1
funds for schools in Needs Improvement so that the funds
will be free for use in instructional activities (ESEA
section 1116(b)(3)(A)(iii); 34 C.F.R.§200.41(c)(5)).
- A waiver to allow calculation of the per-pupil SES
amount based on FY 09 allocations rather than FY 10
allocations (ESEA section 1116(e)(6); 34 C.F.R.§200.48(c)).
- A waiver on the school system’s carryover limitation
amount to allow more than once in a three year period (ESEA
section 1127(b)).
- A waiver on the maintenance of effort (MOE) requirement
for the LEA that the SEA has determined if we failed to
maintain that effort (ESEA section 9521; 34 C.F.R.§299.5).
This notification allows for the public to review these
waivers and comment on them or request more information for a
period of seven days, ending at 5:00 p.m. on Friday, September
11, 2009.
